摘　要：

整治形式主义为基层减负是中央的重要政策规定。市级政府作为政策落实与任务下达的关键枢纽，其组织运行负荷对基层治理压力具有重要外溢影响。基于晋升锦标赛视角，参据2017-2022年全国248个城市面板数据，利用市政府点位夜间灯光构建行政组织超时劳动指标，检验横向府际竞争对市级行政组织超时劳动的影响。实证结果表明：横向府际竞争强度显著推高了行政组织超时劳动水平，且政治激励、财政约束与公共部门占比可能是竞争压力向超时劳动转化的重要渠道。异质性分析显示：竞争效应在不同城市特征下存在显著差异。政府竞争理论的分析视野由此延伸至政府组织内部的微观行为层面。

 

Intergovernmental Competition and Administrative Overtime Labor Evidence from Nighttime Lights of Municipal Government Sites

Abstract Combating formalism to alleviate the burdens at the primary level constitutes a key policy directive issued by the central government. As a critical nexus linking policy implementation and task deployment, the operational burden of city-level governments generates substantial spillover effects on primary level governance pressures. Adopting the promotion tournament perspective and drawing on panel data from 248 prefecture-level cities nationwide from 2017 to 2022, this paper develops an indicator of administrative overtime labor based on nighttime light data at municipal government sites, and examines the impact of intergovernmental competition on municipal administrative overtime labor. The results show that greater competition is significantly associated with higher levels of overtime labor, and that political incentives, fiscal constraints, and public sector employment share are plausible channels through which competitive pressure is translated into overtime labor. Heterogeneity analysis further reveals that the competitive effect is more pronounced in cities with stronger development aspirations, within urban clusters, and across southern China. By extending the analytical scope of government competition from macroeconomic outcomes to micro-behavioral dimension in government organizations, the paper offers empirical insights into the institutional origins of administrative overtime labor.
